SECRET BALLOTS
USE BEFORE ACTION CONSIDERED CANBERRA, January 14. For the first time the introduction of a secret ballot before direqt.industrial action is taken by a union lias been considered seriously by the, Commonwealth Government.. Provision for a secret ballot is contained in the’draft Arbitration Bill submitted to the Government by the Australasian! Council of Trade Unions, and discussed by Ministers ' with the Labour Party Indus- . trial Committee. Previously Ministers have scorned secret ballots as impracticable, pointing to their failure in ' * Queensland. A battle in caucus is expected, as the proposal , will not be approved by the Left Wingers. Other sections of the draft Bill are considered bv many to be beyond the Common■wealth’s present constitutional powers.
