POINTS IN FAVOUR OF GENEVA HEART OF DANGER AREA LONDON, November 14. Saying that Geneva was again being talked .of as the United Nations Or* ganisatioh’s permanent headquarters, ‘ The Times ’ in a leader points out that there has always been a strong body of American opinion favouring European headquarters, the argument being that, as threats to peace were most likely to arise in Europe, the machinery for dealing with them should be at the heart of the danger area. Others argue that removal to Europe might lead to less active American interest in U.N.O.’s success, and iir Europe’s political and economic difficulties. From the British 'viewpoint, ‘ The ‘ Times ’ says, there is muoh to be said for both the American and European locations. The course of Europe’s recovery will certainly be' decisively shaped by America’s contribution, and it is obviously important to keep this vital connection plainly before American eyes. On the other, hand 1 , the political problems most likely to test U.N.O. in the immediate future will he European, and there is much to be said for having the Security t Council and perhaps the General Assembly close at hand, whether in Geneva or elsewhere in Europe.' ■ , , ‘ The Times ’ adds that, if further difficulties arise in finding an American site, and! if between two and three, years must N pass "before permanent headquarters can he built* Geneva might well be considered' as a tempo!* ary home.
