MORE PROGRESSIVE POLICY FIVE MAIN ESSENTIALS " Obviously the South Island, and Otago in particular, have a wonderful opportunity for development," said Mr T. Tomkins, acting president of the manufacturers' association, speaking to the 'Star' about the pronouncement of the Minister of Works, the Hon. R. Semple, in regard to the southward move'of industry. "It is also obvious that we should see to it that we adopt a progressive policy towards the establishment and advancement of essential services which must precede manufacturing activities. These include transport, power, water, harbour facilities, and. housing,"he emphasised. " From a climate point of view, Otago is ideal for the manufacturing industries, and I feel that it will be to the' ultimate good of New Zealand as a whole that a more even distribution of population between the North and South Islands will bo brought about," he concluded. •
