ACTUALLY BELOW REQUIREMENTS RELEASE OF AMERICAN RICE WASHINGTON, April 25. The Assistant Secretary or State in charge of occupied countries, Mr John Hilldring, said the United States was already following the policy of minimum food shipments to Japan, but due to the world shortage it had been impossible even under those very rigid standards to meet the minimum .requirements. Actual shipment had fallen far below the approved allocation for Japan of 500,000 tons of grain , by July 1. The Tokio correspondent of the Associated Press says that more than 7,000 tons of American rice were released by Allied headquarters only a few hours after the news was received that the Far East Commission had asked the United States to review food shipments. The remainder of the rice shipment, which totalled 25,000 tons, as well as later cargoes, was* not released. Headquarters explained that the rice was issued to maintain a staple ration for Hokkaido to assure a maximum catch during" the current herring run.
