LOAN TO RUSSIA
U.S. CONDITIONS FOR NEGOTIATIONS WASHINGTON,. April 24. Government officials disclosed that Russia, will be asked to make major revisions of the secret economic agreements with Eastern European nations if she is to receive the requested 1.000,000,000-dollar loan from the United States. Officials are preparing for the possible arrival of a Soviet financial mission about May IS. The Russians' acceptance of the American invitation to negotiate is not certain, because tho United States notified Russia that the general economic conditions in East Europe should be included in tho loan talks, and Russia may object. United States diplomatic officials report that Russia has trimmed her land requisitioning demands on Austria to a «mall fraction of the 150,000 acres originally sought and at present is limiting her request to such untillable lands as those previously usod as German drill fields. This action followed the Unrra decision to deny relief supplies to countries whose armies live off occupied lands at the expense of the local population.
