AMERICAN GENERALS COMPLAINT WASHINGTON, January 22. General W. Short told the Pearl . Harbour Committee of Inquiry that he < did not' feel he was treated fairly or with justice by the War Department".. " I was singled out as an example and as a scapegoat for the disaster", v My relatively small part in the business was not explained to the American people %ntil this committe forced a revelation of the facts." General Short contended that the War Department had four years in which to admit that it should have ae-'oed before December 7, 1941, on his November 27 advising that < he was altering dispositions only against sabotage, whereas General Marshall delayed such. admission of responsibility until this inquiry. General Short declared that he would have ordered an all-out alert had Washing- V ton passed on all information from intercepted Japanese messages. He claimed that he prepared his command for war as adequately as possible with the material available and the circumstances prevailing.
