PLANNING TO RETURN TO BRITAIN WASHINGTON, January 23. The American Associated Press learns that the Earl of Halifax is planning to return to Britain, probably in May. He will return to his auMMtrnl home in Yorkshire, <but will retain his seat in the House of Lords and continue to take an active part in matters involving foreign alfnirs. Lord Halifax is reported to have saiJ that he does not know the name of his successor.
