UNEXPLAINED RUSSIAN WITHDRAWAL (Roc. 8 a.m.) , LONDON, Dec. 29. The last-minute decision of' the Russians not to send competitors to the international chess congress, which will, open at Hastings to-morrow;; has mystified players and officials alike, says the ‘ Daily Hail.’ Russia, at the request of the British Chess Federation, earlier agreed to send its two best players, but the organisers this morning received a telegram from the Russian Embassy stating that the two players expected would not be present. The telegram gave no explanation.
