SURRENDER NOW COMPLETE SAIGON, Dec. 22. Captain T. J I. Bell, of the Royal Navy, accepted the surrender of ViceAdmiral Kordo, thus completing the handing over of all Japanese forces in Indo-China. The British authorities will soon relinquish navy control, which will be taken over by the French Navy.
