AMERICAN AMBASSADOR'S DISCLOSURE WASHINGTON, December 22. General Franco still maintains an army of from 600,000 to 700,CKX), and one-third of the national budget is earmarked for the armed forces and pplice. This statement was made by the American Ambassador (Mr Norman Armour) on his return from Spain. Mr Armour added that General Franco’6 regime was not shifting from totalitarianism towards democracy rapidly enough to satisfy the United States.
Mr Armour is retiring from the foreign service, and the State Department says it is not planning to fill the vacancy in Madrid immediately.
