DRAFT CHARTER READY .■ i . GENERAL ASSEMBLY MEETS NEXT MONTH (Rec. noon.) LONDON, Dec. 23 ; “The United Nations Organisation has so far justified the hopes that humanity has. placed in it,” said DrZuleta Angel (Colombia), president of the United Nations Preparatory Commission, which completed its work today. The draft charter is ready to be placed before the General Assembly of the United Nations Organisation, which will meet ip London on January 10. The commission reached agreement on the following points:—First, the selection of the permanent United Nations Organisation seat; secondly, the establishment of commissions dealing with such matters as human rights, economy, world employment, narcotics, and statistics; thirdly, recommendation of a trusteeship to replace mandates. The commission, approving the draft rules for the recruitment of staff, suggested that a secretary-general should be appointed for five years on such terms as would enable a man of eminence and high attainment to accept and maintain the position. ,
