DEATH PENALTY PROPOSED

CURBING FRANCE'S BLACK MARKET LONDON, December 19. The death penalty is advanced as the only means of curbing France's " black market " in foodstuffs, says an Associated Press correspondent. The Minister of Food, M. Tanghy Prigent, at a Cabinet -meeting, introduced a measure designed to halt illegal, dealings and bring food prices within the average family reach. It -included a pr'ovison particularly aimed at those who are alleged to be deliberately creating and maintaining shortages to keep the " black market " going. Cabinet will study the proposal later in the session.
