BRITISH HOME FLEET
NEW COMMANDER-IN-CHIEF (Rec. 11.15 a.m.) LONDON, Oct. 23. Vice-Admiral Sir Neville Syfret has been appointed commander-in-chief, the Home Fleet, in succession to Admiral Sir Henry Moore, who has be,en appointed head of the British Admiralty delegation in Washington.
