15,000 JAPANESE IN LUZON (Rec. 12;G p.m.) MANILA, Oct. 23. The Filipino Congressman, Leion Oabarroguis, reported that 15,000 Japanese soldiers were still roaming the mountains bordering the eastern Cagayan Valley in Luzon. The Japanese wore willing to surrender to the Americans but not' to tho Filipinos. They live by raiding farms for food.
