An ofliciaf decree prohibiting illegal entry into homes except under exceptional circumstances provides for freedom of expression except against the fundamental principles of the State, freedom of residence iti national territory, the right to petition . for work, freedom of enterprise, and also the right of property The Government reserves the right to abrogate all rights in the event of a threat to the security of the State. .
