ARAB FEAR OF ZIONISM FOUR MAIN CAUSES JERUSALEM, October 19. The Government has announced more drastic penalties, not only for illegal immigrants entering Palestine, but also for the owners, agents, and commanders of ships landing them. Any ship bringing in illegal immigrants with the captain's knowledge will be forfeited to the Palestine Government. Its commander will be liable to a fine of £I,OOO or eight years' imprisonment, or both. The move is a counter to reports that Zionists are chartering ships in European ports. The Government also issued a decree that illegal immigrants will in future be " held at the pleasure of the High Commissioner," a sentence hitherto reserved for suspected terrorists. King Ibn Saud published the text of a Note he sent to President Roosevelt last March. It listed four causes for Arab fear of Zionism—first, Jews would carry out massacres of Arabs; secondly, they would be one of the main causes of dissension between the Arabs and the Allies; thirdly, their' ambitions were not confined to Palestine as their preparations. showed they intended to take action against all Arab countries; fourthly, in the event that they did obtain independence somewhere in Palestine what would prevent them from reaching an agreement with some Power hostile to the Allies and the Arabs ?
