RUSSIA'S OBJECTION TO SPAIN ON CONTROL COMMISSION

It is officially disclosed that Russia appended a statement to the international agreement on Tangier that Spain should not be permitted to participate in administering the international zone until General Franco was replaced by a democratic regime. However, Britain, America, and France said, while they did not like Franco either, they did not think Spain should be _ excluded from an area where it had immediate and historic interests. Russia finally agreed*. hence Spain is represented on the temporary control commission for Tangier with Britain. Russia, France. America, Belgium, Holland, Sweden, and Portugal.
