ARRANGEMENTS FOR PAYMENT WASHINGTON, Oct. 17. The United States and Russia signed an" agreement covering the terms of the (Russian purchase of 400,000,000 dollars' worth of lend-lease goods, including everything in procurement for the Soviet war effort at the termination of lend-lease. Russia will pay for the goods with yearly instalments extending over a 30-year period at 2f per cent, interest. The Chinese Government agreed to accept all its 64,000,000 dollars' worth of war-time supplies which were on order when lend-lease terminated. American negotiations with Great Britain over 400,000,000 dollars' worth of undelivered lend-lease goods have so far not been completed. .
