IMPROVING INDUSTRIAL CONDITIONS LONDON, September 17. France has emerged from a period of hope to enter a period of practical results, said the Finance Minister. M. Pleven, broadcasting over Paris radio. He added that industry was improving, and pig iron and steel production since the beginning of 1945 had'risen to 21 and 25 per cent, respectively of the pre-war output. Coal mines were working at 79 per cent, of their capacity. He said the French goal'for the next year was to manage' without wheat and sugar imports, considerably reduce meats and fats imports, and promote the export of wines and alcohol in order to bring in foreign currency.
