HIGH RATE BY YEAR'S END (Rec. 8 a.m.) WASHINGTON, August 31. The United States is speeding the change-over to peace. The War Production Board chairman, Mr H. Kvug, stated that, the production rate of peace-time maunfacturing interests by the end of the year will be 12 per cent.- higher in dollar value than the .pre-war years 1939-41.
