FIRST CABLEGRAMS RECEIVED
(Rec. 10 a.m.) LONDON. August 31. The first batch of free cablegrams from prisoners of war and civilians liberated from Japanese hands has arrived in the United Kingdom. The Cable and Wireless Company is allowing each recipient to cable in reply free of charge.
