JAPS. FACED WITH SEPARATE ' SURRENDER DEMANDS APPEAL TO GENERAL MACARTHUR (Rec. 11.55 a.m.) MANILA, August 20. Tokio radio reported to General MacArthur that Chungking and Communist forces were rushing in in an unwarranted manner without discipline into Japanese-held areas in China with separate surrender demands. Japanese efforts to maintain order in a confused t situation were thus complicated. The Japanese were doing their utmost to protect the Chinese as well as their own nationals. “Tokio asked General MacArthur to send officials to inresti-' gate the.actual situation in China. The Japanese had already completely ceased hostilities and intended to carry but the demands of the Potsdam declaration, but it was deemed necessary to keep troops under arms in Japan and on the Asiatic continent to maintain order.
