RESCRIPT ISSUED
CEASE FIRE TO FORCES REVERSES STILL CLOAKED (Rec. 8 a.m.) NEW YORK, Aug. 17. . The Emperor issued an Imperial rescript to the officers and men of the Japanese armed forces instructing them to maintain a solid unity and strict discipline in their movements. The rescript lauded the fighting services' unstinting loyalty and bravery. It added: "However, with the Soviet entry into the war and in view of the domestic and foreign situation, the ruler had declared, in spite of the fact that the arniv and navy fighting spirit remains undiminished, he had sued for peace to prevent further needless disaster."
The ruler paid a tribute to the war dead, and exhorted the warriors to unite towards rebuilding the nation.
The Associated Press points out that a" rescript is weightier than an order, the means the Emperor used previously to direct the forces to coase hostilities.
