Nineteen delegates ' from LatinAmerican: countries to the aviation conference in Chicago organised a bloc supporting the United States plan except the proposals to establish ah executive of 15 members, nays the ‘ New York Times ’ Chicago correspondent, At the same time the Latin-Amer.ican bloc unanimously opposed, the British proposal to establish an international air authority, “which would infringe upon the sovereign rights of small nations.” - The delegates also announced. that Latin' America will jointly submit an alternative plan for the creation of an interim aviation council with a purely technical advisory function, , on which every nation would have voting power. The ‘ Herald-Tribune ’ says the situation regarding representation on the council became so aggravated at the closed committee session that charges of “ der fuhrer principles ” were hurled against the American proposals.
