BRITISH AND AMERICAN PLANS

COMPROMISE PROPOSED AND ACCEPTED **NEW YORK, Nov. 2. At the plenary session of the Air Conference in Chicago, Mr Berle criticised the British plan for the establishment of an international air authority. At the 6ame time he offered an opportunity for a compromise by proposing in effect that the British accept the American plan for an international air convention on technical matters limited to a consultative sphere on political and economic issues for the time being, with the understanding that us powers later may be increased through an evolutionary process. Lord Swinton, presenting the British plan, clearly indicated his willingness to accept Mr Berle's compromise offer. He said that some sort of.agreement, no matter how limited, must be reached in Chicago. He proposed the establishment of an interim council to iron out disagreements which cannot be settled during the short span of the conference. The leader of the Canadian delegation, Mr 0. D. Howe, strengthened the relief in the compromise between the British and Amrican positions. He declared that the allocation of routes for each nation should depend not only on its needs, but also its resources. ".' .

Mr Sullivan presented the Australian and New Zealand plan for complete ownership of international facilities.

Mr Berle was elected president of. the conference. •
