POST-WAR SECURITY
FOUR-POWER AGREEMENT (British Official Wireless.) ~fRUGBY, Oct. 7. Chinese, British, and American representatives have completed the final phase of the discussions for the creation of a basic foundation for a world security organisation, writes a -Washington correspondent. . The seven weeks' conversations, in which Russia participated, resulted in the four Powers agreeing on nearly all the points of the outline for a new league. . It is expected that the text will be published early next week.
