AMERICA'S INTERPRETATION
DOMINION STATUS FOR SMALL EUROPEAN STATES (Ree. 11 a.m.) BOSTON, Jan. 26., Observers have construed Lord Halifax's Toronto address as putting high official approval on FieldMarshal Smuts's proposal that the smaller States of Scandinavia and Western Europe should accept dominion status within the British uommonwealth, says the ' Christian Science Monitor's ' Washington correspondent. Washington's view is that London is now eager to implement equality of status within the Commonwealth still. further, and to guarantee all the dominions a full opportunity of sharing the . formulation of foreign policy, rather.than from time to time being confronted with the right to accept or reject London's decisions; thus giving the dominions equality of function as well as status. The ' Monitor's ' Washington correspondent says it is reliably learned that Lord Halifax was appearing; in more than an ambassadorial role. He was delivering an authoritative exposition of Government policy on 'behalf of the British Cabinet.
