LORD STRAIOLGI'S CRITICISM HELPED GERMAN WAR PREPARATIONS (Rec. 1 p.m.) LONDON, Jan. 25. •He had been giving the matter of cartels and combines very detailed consideration, said Lord Woolton, replying in the House of Lords to Lord Strabolgi, who strongly criticised international cartels and combines. Lord Woolton said: " Lord Strabolgi is right in saying that this is a subject on which we shall have to confer, with other members of the United Nations. We ,have already taken some first steps towards that conference."

Lord Strabolgi said the international cartel system helped Germany to prepare for war. German industrialists and financiers had extended their cartel system to German-occupied Europe and also had hide-outs in neutral countries. After the war they would try to re-estabilsh contacts with " old friends " in Britain and America.
