MUST RESI6N FROM LEGISLATURE (Rec. 11 a.m.) RUGBY, Jan. 10. The White House announces that President Roosevelt will not deliver personally his message to Congress on Tuesday, but will give a radio address at 8 p.m. (Greenwich time). The President has informed the. War and Navy Departments that the United States constitution forbids members of Congress from simultaneously serving in the Legislature and also as active members of the armed forces. This is thought to imply that Congressmen who wish to serve in the armed forces must resign from Congress.
