LONDON, Nov. 24. The British authorities at Sorrento arrested Cesare Rossi, former Italian propaganda chief, whose name is associated with the killing of Matteotti, reports a British United Press correspondent. Rossi, when interviewed, said: "I had nothing to do with the Matteotti affair, which was planned by Mussolini. I. was one of those who -accused Mussolini. That is why I have since teen persecuted by the Fascists.'^
