BEER DRIPS. “ Reports have reached members of the committee of the practice of some licensees of collecting drips from beer pumps in receptacles and towards the end of the day using the accumulated beer in filling square riggers for sale,” said Mr Luxford, S.M., at the quarterly meeting of the Auckland Licensing Committee. “ Although waste is to be deplored, this is not fair salesmanship. If a case is proved against a licensee, the committee will consider that he is not conducting his business in a proper manner.”—Press Association. HIGHER ARMY OFFICERS. LOXDOX, March 4. —An Army Council instruction to all commands calls for a report on the efficiency and alertness of all officers upward of the rank of lieutenant-colonel who are 45. The council issued a statement that it had become evident that there were now a number of officers who, owing to physical or mental slowness, lack of determination or drive, overstrain, or (inadaptability, temperament, and character are unable fully to discharge their present duties. These officers should be replaced without delay. The increase in the number of young trained officers makes this possible.
