AN OPEN CITY
CAPITAL OF PHILIPPINES LONDON, Dec. 26. It was officially announced to-day that Manila has been declared an open city. TO PROTECT CIVILIANS PURPOSE OF PROCLAMATION (llee. 8 a.m.) .MANILA, Dec. 26.
