NON-APPLICATION OF ATLANTIC CHARTER COUNCIL OF STATE'S RESOLUTION (Rcc. 8 a.m.) NEW DELHI, Nov. 19. The Council of State, by 10 to C, passed a resolution recommending tha Viceroy to convey to the British Government tile Council’s deep discontent with regard to Mr Churchill s.pavement that the Atlantic Charter did not apply to India. The resolution expressed the view that 'this statement was likely to prejudice India’s war efforts. The Government members did not vote.
