BOY SCOUTS.
TO THE EDITOR. Sir,—With reference to your footnote to uiy letter of Bth inst., my statement as to boys collecting would not be difficult to prove. ■ Perhaps whoever was in charge did not notice the boys, as they were not in uniform. On the occasion of the street collection several months ago, Scouts in uniform did collect- on the main streets at the instigation of a member of the association, but this was “ officially ” denied, too. The spirit of the movement is that money must be “ earned,” not solicited. Can you inform mo under which rule of the association any form of street collecting— whether By Scouts, Scouters, members of the association, or others—is permitted, and how much of the £3OO collected some months ago has been devoted to helping the boys, this being the principal object outlined in Press advertising previous to the collection. —X am, etc., , Honour No. 2. [The rule, quoted from ‘Policy, Organisation, and Rules ’ of the Boy Scouts Association, says Scouts must not take part in street sales or collections either for their own funds or for other institutions or charities, nor in any method of touting the public, but they may assist institutions or charities as messengers or in any other capacity. They may also assist under proper supervision in the selling of programmes at a fixed price at recognised entertainments.” The Dunedin Metropolitan Commissioner assures us that there has been no cause for complaint of any infringement of this rule. —Ed.
