COUNCIL'S RECOMMENDATIONS [Pbe United Press Association.] WELLINGTON, February 21. By a decision to-day tho New Zealand Rugby Union Council will recommend a reversion to the regional system for trial matches in the future. There was considerable discussion regarding whether the annual meeting should bo held this year, for financial and other reasons, and the unions will be circularised for their views. The executive was empowered to draft a rule to clarify the position regarding the residential qualification of members of His Majesty’s Forces engaging in matches.
