WASHINGTON, November 8. (Received November 9, at noon.)

Mr Roosevelt announced that he has established rule of thumb whereby Britain and Canada receive half the United States aircraft, arms, and ammunition production.

The United States retain 50 per cent., about 5 per cent, less than they received previously. Mr Roosevelt said his rule ; of three : or fhur weeks.

He also revealed that the United States and Mexican army officers * were conducting conversations for the joint defence of North America, similar to the negotiations between the United States and Canada.
