PROHIBITION IN BOMBAY

A sharp blow was again dealt to the system of Prohibition in Bombay Presidency when the High Court held that the notification issued in July, 1939, under the' Abkari Act prohibiting the possession of intoxicants in Bombay City was not validated by the • Governor’s Act. The High Court also expressed the opinion that it was beyond a provincial legislature’s powers to enact any law prohibiting possession of intoxicants in such a way as to encroach upon the Central Government’s right to legislate upon import and export across Customs frontiers. The Government of Bombay has accordingly had to issue regulations substantially modifying the Prohibition spheme. Thus, the sale of foreign (i.e., imported) liquor to tho public will be permitted.
