BRITISH EXPERTS ADVISE DN TANKS LOANS FOR NEW AIRCRAFT FACTORIES WASHINGTON, August 8. (Received August 9, at 9.30 a.m.) Mr Morgeuthau stated that British tank experts were advising the United States army officials on tank construction and design. They had already given the War Department valuable information regarding technical problems. It was announced that the Reconstruction Finance Corporation has made informal but definite commitments for loans up to 200,000,000d0l for new aircraft factories, about 8,000,OOOdol going to the Packard Company to enable that company to expand its facilities to carry out its Rolls-Royce aircraft engine contract. - The Navy Cross for distinguished service has been awarded the captain of the City of Flint, Captain Gainard. The experts include Brigadier-general D. H. Pratt, who commanded a tank battalion in the battle of Flanders, Mr Morgenthau said the United States did not plan to produce special types for the British. “If buying the British must take our tanks. Of course they are giving us the benefit of their experience,” he said.

(Received August 9, at 11 a.m.) , President Roosevelt issued a proclamation calling oh the people of the United' States to unite on September 8 in prayer for world peace. At. the same time the President reminded the people that the Government was rushing the defence programme to protect the country’s heritage of freedom.
