DEFENSIVE ALLIANCE
SWEDEN. NORWAY. AND FINLAND TO CONFER IMMEDIATELY HELSINKI, March 13. (Received March 14, at 12.55 p.m.) M. Tanner announced that Sweden, Norway, and Finland were conferring immediately for the conclusion of a defensve al lance which would secure their frontiers and independence. The three nations of the Baltic States are also reacting to the Russo-Finnish settlement. The Foreign Ministers of Estonia, Lithuania, and Latvia are meeting in Riga to-morrow to discuss the new situation.
