PROCLAMATION IN INDIA CONTINUANCE APPROVED BY COMMONS (British Official Wireless.) Press Association—By Telegraph—Copyright RUGBY, February 16. (Received February 17, at 8 a.m.)’ The House of Commons approved oa Thursday of continuance of the proclamation of emergency made on September 3 by the Viceroy of India. The Under-Secretary for India (Sir Hugh O’Neil) stated that 'unless continued by Parliament the proclamation,* which gave emergency powers not only to the Central Executive, but also to Provincial Governments, would expire on March 3. It was essential to preserve the emergency which were necessary in the great effort India was making in the prosecution of the war. The Leader of the Opposition (Mr C. R. Attlee) said the proclamation wa« obviously necessary at this time. He added, “ We would feel a great deal happier about the order if we had a degree of concord among all the Indian parties, if in all provinces Governments responsible to parliamentary majorities were operating, and if wo- had the beginnings *f more responsible Governments at the centre.”.
