(Received August 22, at 11 a.m.) It is officially announced in Berlin that Germany and Russia have agreed to conclude a non-aggression pact. The German Foreign Secretary (Herr von Ribbentrop) is going to Moscow on August 23 to complete the negotiations. EFFECT OF TRADE AGREEMENT EASING OF STRAINED RELATIONS MOSCOW, August 21. (Received August 22, at 8 a.m.) ‘ Pvnvda,’ editorially commenting on the Russo-German trade agreement* says: “Born in an atmosphere of strained political relations, the agreement is destined to relieve that atmosphere. It may prove an important step toward a further improvement not only in economic, but also in political, relations between the Soviet Union and Germany.’ 1
