GOOD RECRUITING [Per United Press Association.) WELLINGTON, July 24. “ On July 20, the Territorial Force required only 1,393 men to bring it up to the establishment of 16,000, . all ranks,” said Major Clifton, secretary to the Army Recruiting Committee today. As the present rate of enlistment was between 900 and 1,000 a week, it was expected that the full establishment would be reached more quickly than anticipated. That, said Major Clifton, was a reply to the persistent criticism that Territorial recruiting was lagging, and that men between the ages of 18 and 32 were not prepared to do their duty.
