SAKHALIN CONCESSION
SOVIET'JAPANESE TENSION TOKIO SENDS FLEET TO NORTHERN WATERS Pres* Association—By Telegraph—Copyright ~TOKIO, July 21. The Navy Office discloses that a section of the'fleet is assembling in northern waters as a result of Russian threats to confiscate the coal and oil concessions at Sakhalin. The size of the force and its destination have not been revealed. Asked whether .Japan was likely to take armed action to prevent confiscation, the Spokesman said that was possible, as the situation was extremely grave.
