ISLAND OF GUAM

STRATEGICAL DEVELOPMENT DISCUSSED Frets Association—By Telegraph—Copyngln WASHINGTON, January 27. . (Received January 28, at 8 a.m.) Admiral Hepburn, testifying before the committee set up to study the strategical developmnt of Guam, said the conversion of Guam into an advanced fleet base, as well as a submarine and air depot, would settle the whole question of the American position in the Pacific. One questioner asked: If Guam were so equipped, would it not be of greater value to Singapore and Australia than for the defence of the United States? Pointing out that although Guam was 2,600 miles from Singapore, 1,300 from Australia, and 3,800 from Hawaii, Admiral Hepburn expressed a contrary opinion.
