LIBERAL TRADE POLICY FAVOURED DISCUSSION OH PEACE MACHINERY Press Association—By Telegraph—Copyrigtt LIMA, October 21. (Received December 22, at 1 p.m.) The chief event of the first week of the Pan-American Congress was the unanimous adoption of a resolution accepting a liberal trade policy, including reasonable tariffs. In view of the fact that Brazil and Chile have been arranging barter pacts with Germany, the resolution is regarded as an important recognition that the Anglo-American trade agreement offers other methods of trade balancing. The Argentine delegation _ is drafting a proposed declaration aiming at consolidation of peace machinery in America at present consisting of 10 treaties binding 21 republics. The United States circulated a draft asserting that the 21 Republics should reaffirm their solidarity against any foreign threat to American safety and peace, the Argentine Delegation opposing this as being too binding. COMPROMISE OVER PEACE DECLARATION WARNING TO CERTAIN COUNTRIES. LIMA, December 21. (Received December 22, at 2.13 p.m.) A compromise is reported to have been reached between the United States delegation and Argentina enabling the peace declaration to secure the unanimous approval of the 21 States. Tt is understood that the final draft provides for consultation among all the States with a view to resistance when any republic is threatened witli aggression from without the American continent’s defences, owing to Argentina’s wish not to offend European customers. Nevertheless the delegates believe that tho warning to certain countries in Europe is unmistakable.
