THE STEAMER DEEBANK. The Bank Lino steamer Deebank is reported to have cleared Miike on Juno 5 for Nauru Island, where she is to load phosphate for New Zealand. No advice has been received of her port of discharge. IDLE TONNAGE. The depressed state of freight markets during the past three nr four months has made it obvious that the April idle tonnage returns would make very different reading from those of the four quarters of_ 1937 (states the ‘ Syren and Shipping ’). _ Actually, the increase in laid-up shipping in the United Kingdom is greater than most persons had imagined, the total having reached 339,325 tons net, approximately double that recorded on January 1, and more than five times that of July. 1 last year. The number of ships is 190, and of these 139 of 232,802 tons (against 75 of 90,377_ tons three months ago and 44 of 56.542 tons on July 1, 1937) are British and 51 of 106,523 tons (against 38 of 79,250 tons three mouths ago and three of 4,683 tons on July 1) are foreign. In regard to the latter figures, it is interesting to note that on January 1 37 of the 38 laid-np foreign vessels were Spanish, whereas the present total of 51 includes 41 Spanish ships, indicating that nine more vessels of other nationalities have been taken out of commission and tied up in British ports. In gross tonnage the increase in the British idle fleet in the first three months of the year amounts to approximately a quarter of a million. Another noteworthy point is that there are only two comparatively small tankers out of commission.
These figures show plainly the need for an organised laying-up scheme and compensation pool for cargo vessels, and their publication should remove the last vestiges of opposition to the international pool plan devised by the Tramp Shipping Administrative Committee, which is to come up for final consideration at a meeting in London early next month. The next point to be studied will then be the possible extension of ■ the scheme to include cargo liners. At present it embraces only tramps, hut an obvious weakness lies in the possibility of liner owners securing what would legitimately be tramp business in the event of a sudden revival following a laying-up period. We understand that this aspect of the question has not been overlooked, and that an interesting announcement on the subject may ho anticipated in the near future. Of the 139 British vessels at present laid up, 20 are at Liverpool and 10 at Cardiff, the remainder being fairly evenly spread among the other ports ns follows:—Aberdeen C, Ardrossau 5, Barrow 9, Belfast 9, Blyth 2, Bowling 1. Dartmouth T, Fowey 3, Garcloch 1, Glasgow 2, Goole 4, Grangemouth 6, Hull 8, Leith 7. London 1, Manchester 5, Middlesbrough 2, Newcastle 4, Newport 3, Par 2, Port Talbot 1, I'ruro 2, Sligo 1, Southampton 3, Sunderland 4, Swansea 7, Tollesbury 1, Waterford 1, and Weymouth 8.
