(Received May 12, at 11.5 a.m.) Senor Delvayo asked the League to conduct an inquiry into intervention in Spain through an international commission having the power to go anywhere. He predicted that democracies would soon suffer the same fate as Spain. The Chilean delegate informed the Council that Chile might be obliged to leave the League unless xirticle 16 was dropped.
