President Roosevelt, in a message read by Mr Cordell Hull, and broadcast to Latin America, declared there was need for joint effort in constructing the new and better world order. Mr Hull said the United States reciprocal trade treaty programme was the United States’s contribution to th© need for world economic co-operation. “In the world to-day there is not a more potent force for economic wellbeing and social stability than the expanding of international trade, functioning on the basis of mutual advantage, fair dealing, and non-discriminatory treatment.”
