(Received February 12, at 1.80 p.m.) A group of Chinese public' bodies have telegraphed to the conference on international peace being held in London on February 13 urging it to declare Japan the enemy of mankind and demanding sanctions; also urging refusal of recognition of the puppet Governments and banning the export of munitions to Japan hut allowing them to China. The telegram says that Japan has occupied 818,000 square miles, one-fifth of China’s territory. The number of Chinese refugees, 125,000,000, is onethird of the country’s population. ARRESTS IN MANCHUKUO ALLEGED COMMUNIST CONSPIRACY. TOKIO, February 11. (Received February 12, at 1.30 p.m.) The lifting of the censorship reveals that an alleged Communist conspiracy in Manchukuo late in 1937 resulted in 482 arrests, including women. Eightyfive people were sentenced to death, and 64 to penal servitude. Thirty-one were paroled, 26 acquitted, and 156 cautioned. The remainder are still on trial. The police report that they attempted to disaffect Manchukuo troops and instigate banditry.
