EDMONTON (Alberta), Nov. 16, (Received November 17, at 11.45 a.m.) Sir Hubert Wilkins announced that he is planning after the completion of his search for the Soviet flyers to head a submarine expedition under the Arctic ice and to establish a scientific and weather forecasting base near the North Pole. He has already drawn up plans for a craft capable of covering the journey.
